Description
This professional position oversees the daily operations of the Civil, Family and Orphan’s Court divisions for the Lancaster County Court of Common Pleas. Responsibilities include scheduling the hearings of all civil cases. This includes family court, orphans court, juvenile court, and juvenile dependency matters. Work is performed with a high degree of independence while exercising sound judgment and discretion under the general supervision of the District Court Administrator.
Primary Duties
- Schedules civil, family, and orphans court cases using an automated system for civil case docketing and scheduling.
- Schedules juvenile dependency and dual status cases using Common Pleas Case Management System (CPCMS) computer application.
- Prepares assignments in the automated court calendar for family and orphans court judges, custody conference officers, and divorce masters; distributes assignments to all appropriate court and court related departments.
- Administers the arbitration program; follows local rules of arbitration for maintaining lists of eligible arbitrators, appointment of panels, scheduling, notification of hearings, and monitors panel member compensation.
- Performs Protection from Abuse (PFA) management; schedules and attends PFA Court; prepares PFA orders.
- Receives the certifications of civil trials; tracks dispositions; completes statistical case information.
- Performs jury management; monitors the number of jurors for civil court terms.
- Assigns divorce hearing officer appointments weekly; monitors payment of fees for divorce hearings; compiles statistical case information on each hearing officer.
- Supervises three clerical staff: civil case coordinator, custody coordinator, and custody clerical specialist.
- Oversees the Family/Civil Quasi-Judicial Officers and other related court appointed attorney positions.
- Coordinates various court meetings; attends meetings and/or conferences as necessary.
Minimum Qualifications
- Bachelor’s degree in Judicial, Business or Public Administration, or closely-related field; AND
- Three years of experience in court management or four years of varied office management work including experience in budgeting, procurement, and human resource management.
- An equivalent combination of education, experience, and / or training may be considered.
