The Judicial Council of Pennsylvania is an advisory body to the Supreme Court. Its members are judges, lawyers, lawmakers and citizens. The council is chaired by the chief justice of the Supreme Court. Two other Supreme Court justices serve on the council as do the court administrator of Pennsylvania and the president judges of Superior Court and Commonwealth Court. Others on the council include three members appointed by the governor, two state senators, two state representatives, the president judges of the Courts of Common Pleas of Philadelphia and Allegheny County and additional judges, lawyers and laymen.
The Judicial Council operates under rules established by the Supreme Court. It makes recommendations to the court on issues relating to court administration and on other matters the court refers to the council. In one assignment, the council developed a five-year strategic plan for Pennsylvania's Unified Judicial System.
