Description
This professional position is the primary liaison between the President Judge (PJ) and magisterial district judges (MDJs). The position is responsible for providing legal and administrative guidance to MDJs and their staff. Additional responsibilities include developing and monitoring all MDJ court budgets and responding to public inquiries for information, guidance, and complaints concerning the MDJ courts. Assists District Court Administrator (DCA) in the planning, development, and implementation of court programs, policies, and procedures.
Primary Duties
- Acts as DCA during periods of their absence or unavailability overseeing general court management.
- Provides direct supervision of staff assigned to the Central Courts and general supervision of the Court Administration Office. Supervisory responsibilities include hiring, training, scheduling, performance evaluation, and discipline.
- Performs legal research and provides procedural and legal advice to MDJs, PJ, and DCA.
- Answers questions from MDJs and their staff concerning office and administrative procedures.
- Prepares individual budgets for each MDJ court office as well as a comprehensive administrative budget.
- Monitors all budgets throughout the year, transferring funds as necessary and accommodating emergency needs.
- Directs the scheduling and caseflow operations of cases assigned to Domestic Violence Court and Driving Under the Influence Court.
- Answers questions from state and county departments, as well as from the public concerning the MDJ court system.
- Serves as a general information source concerning the MDJ court system in Lancaster County.
- Assesses and investigates complaints by members of the public involving cases pending before MDJs.
- Receives and processes complaints falling under the UJS Non-Discrimination Policy and UJS Code of Conduct.
- Reviews existing MDJ office facilities, makes recommendations for proposed office moves or renovations; searches for alternative space, meets with prospective lessors, drafts office buildouts, reviews proposed leases, and submits proposals to PJ and County Commissioners for approval.
- Responds to requests for reasonable accommodation under the Americans with Disabilities Act in the Magisterial District Courts.
Minimum Qualifications
- Bachelor’s degree in Judicial, Business, or Public Administration, or closely related field; AND
- Three years of professional-level experience in court management or four years of varied office management work including professional-level experience in budgeting, procurement, and human resources management.
- An equivalent combination of education, experience, and / or training may be considered.
