Description
The District Court Administrator (DCA) coordinates the operations of the 23rd Judicial District of Pennsylvania, Berks County. Responsibilities include court operations, human resources management, procurement, space and facilities management, information technology, research and planning, grant management, and public relations. The DCA directs and coordinates court-ordered services as well as initiates improvements to organizational and employee performance.
Primary Duties
- Oversees preparation and presents the annual budget.
- Develops and reviews proposed contracts for services or products.
- Monitors revenues, expenditures, and financial issues throughout the budget year.
- Writes grant requests and administers grant funding.
- Coordinates personnel matters including classification, recruitment, hiring, training, evaluating, and managing court personnel; develops human resources policies and procedures; and communicates with collective bargaining units.
- Oversees facility and space planning occupying over 75,000 square feet.
- Develops and distributes public information regarding court programs, services, and issues.
- Implements and maintains jury program administration, including juror processing and hospitality.
- Monitors court performance trends and optimizes caseflow performance.
Minimum Qualifications
- Bachelor’s degree in Judicial, Business, or Public Administration, or closely related field; AND
- Five years of professional-level experience in court management or eight years of varied office management work including professional-level experience in budgeting, procurement, and human resources management.
- An equivalent combination of education, experience, and / or training may be considered.
