Description

Under the supervision of the Director of District Operations & Programs, the Behavioral Health Administrator is responsible for the design, implementation, administration, coordination and oversight of mental and behavioral health matters in the PA Courts for court-involved individuals with mental health issues. Monitors and evaluates the quality of behavioral health court programs and services. Provides leadership and technical assistance to local jurisdictions interested in establishing behavioral health programs. Conducts training for judges, employees and mental health professionals. Serves as liaison between the AOPC and judges, government officials, criminal justice professionals, and others about mental and behavioral health matters.

Primary Duties

  • Develops, implements and assesses court programs to improve court responses for court-involved individuals with mental health issues.
  • Collects and analyzes data on mental health issues in the courts and makes recommendations on changes in data collection.
  • Conducts research and distributes information on mental health issues and court responses.
  • Collects information on local court practices regarding behavioral health issues.
  • Recommends changes to criminal case processing relating to mental health issues in the courts.
  • Represents the judiciary on intergovernmental bodies dealing with mental health issues.
  • Prepares analysis and recommendations regarding behavioral health proposals, rules, statutes, or policies.
  • Develops and provides training for judicial officers and staff on mental health issues.
  • Organizes statewide interdisciplinary meetings on mental health issues, including obtaining speakers, creating informational programs, and chairing meetings.
  • Networks with other statewide court mental and behavioral health coordinators to stay abreast of national trends and developments.
  • Collaborates with the Problem-Solving Courts Administrator on mental and behavioral health matters.

Minimum Qualifications

  • Bachelor’s degree in Business or Public Administration, or a closely related field, or a field related to mental health or behavioral science, AND
  • Four years of experience in court management or five years of experience performing professional analytical work in program analysis.
  • An equivalent combination of education, experience, and / or training may be considered.
  • Knowledge of mental health law and treatment systems.

Additional Requirements/Preferences

  • Satisfactory criminal background check required.
  • Valid driver’s license required.
