Description
The Associate Court Administrator has fiscal, administrative, and personnel supervision responsibilities over the Adult Probation Division, Juvenile Probation Division, Juvenile Detention Center, Pretrial Services, Domestic Relations Section, and the DUI Program. This position assists the District Court Administrator in preparing and administering the Court's budget, including monitoring expenditures and revenues.
Primary Duties
- Administration of the following court divisions: Adult Probation, Juvenile Probation, Juvenile Detention, Domestic Relations Section, Driving Under the Influence (DUI) Program, and Pretrial Services. Develops, implements, and evaluates policies, programs, goals, and objectives of the functions of these five divisions. Responsible for all other issues, including personnel, for these divisions.
- Personnel supervision also includes court-related personnel such as court reporters, court officers, judicial secretaries, and special court masters. Fluency with Human Resources functions to assist the DCA with matters relating to employee relations, such as performance/discipline, Workman’s/Unemployment Compensation, and scheduling of leave time.
- Prepares the budget request for Court Administration and all related divisions, including cost analysis, previous year(s) comparisons, and justification for amounts requested. Represents the Court and the DCA at budget-related meetings and County Council budget hearings. Prepares and authorizes all budget amendments, transfers, refund transactions, invoice payments, and purchase orders throughout the year. Prepares fiscal reports regarding expenditures and revenues.
- Assists the Court & DCA in strategic planning of goals, space needs, & policy decisions related to the Court's needs.
- Responsible for the administration of the Conflict Counsel Panel, which consists of ten attorneys representing indigent clients for court proceedings; also assigns Conflict Counsel to represent clients at Grand Jury proceedings. Preparation of orders and assigning specific counsel for these cases. Maintains statistics and evaluates this program as needed.
- Acts as a liaison between the Court and other officers within the County, State, and Federal Systems. Represents the Court at public meetings, community groups, and other governmental and judicial systems.
- Along with the DCA, responsible for research, development, and implementation of technological and information management related to the Court of Common Pleas. Reviews information regarding digital imaging and electronic filing.
- Acts in the capacity of the DCA upon request or in their absence, being responsible for all duties of that position.
Minimum Qualifications
- Bachelor’s degree in Judicial, Business, or Public Administration, or a closely related field; PLUS
- Three years of professional-level experience in court management or four years of finance and human resource management in a professional setting.
- An equivalent combination of education, experience, and/or training may be considered.
Additional Requirements/Preferences
- A Juris Doctor is preferred.
- Staff supervision experience preferred.
- A satisfactory criminal background check is required.
