Regional Veterans Treatment Court Celebrates Perry County's First Graduation

Chief Justice of Pennsylvania Debra Todd today joined Judge Michael F. Salisbury and Judge Kenneth A. Mummah to celebrate Perry County’s first graduate from the Regional Veterans Treatment Court (RVTC).

“The Regional Veterans Treatment Court represents hope, healing and honor for those who have served our nation,” said Chief Justice Debra Todd. “This milestone demonstrates the commitment of our courts and communities to ensuring veterans receive the structure, support and respect they deserve as they work toward a brighter future.”

“This program is a testament to the power of our community, our compassion and second chances for our deserving veterans,” said Judge Salisbury. “The upcoming graduation will be the beginning of a new chapter for our graduating veteran, who has displayed courage and resilience and will now go forward living a fulfilling life.”

The RVTC was established in 2024 to serve veterans across eight central Pennsylvania counties – including Clinton, Clearfield, Centre, Perry, Mifflin, Juniata, Blair and Huntingdon. This marks the third graduation for the RVTC’s Northern Division. The Southern Division’s first graduation is scheduled for Oct. 7, 2025, in Blair County.

The RVTC connects veterans with vital resources including mental health treatment, substance use disorder recovery programs, counseling and other tailored services. By addressing underlying challenges and honoring veterans’ sacrifices, the court provides participants with the tools to rebuild their lives and restore their sense of purpose. Throughout the program, participants are intensely supervised while receiving guidance and support from veteran mentors, as well as any necessary treatment from the VA or local treatment providers.

There are currently more than 137 treatment court programs in Pennsylvania – including Veterans Courts, Mental Health Courts, Adult Drug Courts, Family Treatment Courts, DUI Courts, Re-Entry Drug Court, Juvenile Drug Courts and Adult Drug/DUI Hybrid Courts. The purpose of these treatment courts is to reduce recidivism and help individuals return to their jobs and families and become productive citizens.
