Allegheny County Commission on Juvenile Justice Issues Report

The Allegheny County Commission on Juvenile Justice today issued a report that compares its juvenile justice practices to the 2010 final report of the Pennsylvania Interbranch Commission on Juvenile Justice (ICJJ) that investigated the juvenile justice scandal in Luzerne County.

The Commission was formed by President Judge Donna Jo McDaniel to review the 2010 report, assess Allegheny County’s juvenile justice system and make recommendations to ensure best practices consistent with the ICJJ report.

“By reviewing our practices to make sure they follow the letter, and where applicable, the spirit of the ICJJ report, we can make sure what happened in Luzerne County never happens in Allegheny County,” Judge McDaniel said. “We are gratified to learn that Allegheny County already meets most of the recommendations and we are committed to making sure that we ultimately meet all of them.”

The commission was chaired by Judge Dwayne D. Woodruff, who presides over juvenile and family matters in the Allegheny County Court of Common Pleas. Judge Woodruff also served on the Pennsylvania Interbranch Commission.
