HARRISBURG, February 13, 2006 — The Judicial Conduct Board of Pennsylvania today announced its unanimous dismissal of a complaint against Chief Justice of Pennsylvania Ralph J. Cappy filed by Gene Stilp. Stilp, of the Harrisburg area, asked the constitutionally independent investigatory body last August to look at whether the chief justice violated any rules governing judicial ethical conduct by advocating a new statewide compensation plan for Pennsylvania jurists before members of the General Assembly. A copy of the JCB press release is attached to this advisory. Also attached is a copy of a letter to the JCB in response to the complaint filed by Stilp.
